Free Google Translate for Android will translate text from photos

Translations between the following languages are supported:

To use the camera, you'll click on the camera icon at the bottom of the screen.  Then you take a photo of the text you wish to translate.  Next you use your finger or stylus to highlight the words you wish to translate - Google Translate will convert the image to text just above the photo (see the photo below).  Next you touch the right arrow next to the converted text, and it will be translated into the language you have chosen.  (See 2nd photo below)  You can have Google Translate speak the translated text in many of the available languages by clicking the speaker icon to the left of the translation.
