Hello friends of K12 statewide licenses,
Since 2005, Virginia has operated a program that bears exploration: The Virginia Geospatial Semester, now in 23 schools and, despite the name, typically for a full year.

In this program, 12th graders enter with typically no previous experience in GIS, engage in activities in a PBL fashion, and exit with GIS skills, college credit (the sponsoring college loves this program), and a boost toward college/career even including internships or jobs.
Like many programs, it took a little faith to begin and a little patience to get the desired results, but is now a powerful influence in the lives of many kids. The 3 people operating the program (all recipients of these notes) have been happy to share the model and suggestions. Your state may find value in this model, if only to keep seniors in school and productive through graduation. Check out the links noted above to see maps, stories, videos, and ArcGIS Online projects.
